The City of Raleigh released a second public draft of the Unified Development Ordinance (UDO) on January 3. This document includes the new development regulations proposed for the City of Raleigh. If all goes well over next several weeks, this second draft will enter the official public hearing phase in just over a month on February 21.

The UDO Advisory Group (UDOAG) is reconvening on Wednesday, January 18. This briefing will explain the differences between the second and first drafts. Apparently, the changes are significant. Unfortunately, there is no document available yet that talks about those changes. All UDOAG meetings are open to the public. If you’re interested in learning about the new draft, plan on attending the meeting from 4 – 6 pm in the Urban Design Center.
If approved by City Council, the UDO will replace the current development regulations. The UDO incorporates contemporary development and zoning practices in a format that is more easily understood by administrators, developers, and the general public.
The UDO supports the goals and policies of the 2030 Comprehensive Plan. It reduces regulations, shifts more development approvals to staff, and is expected to produce more predictable outcomes. In addition, the UDO will create regulations that address market trends, incorporate best practices, and address contextual issues throughout the city.
