The City encourages residents and neighborhood groups to be active in decisions affecting their communities by participating in their local Citizens Advisory Councils. The CACs serve as a link between City government and neighborhoods. Raleigh has 19 CACs, each representing a different region of the city. CAC leaders are volunteers who are elected
by residents of the area they represent.
