Plans for two large development projects near our neighborhoods will be presented by representatives of the landowners at the Hillsborough CAC meeting this Thursday, June 16, 2011. I strongly urge you to attend or to send a friend to learn about these proposals.
As usual, the Hillsborough CAC will meet at the Pullen Arts Center beginning at 7:00 PM.
Both these projects have already been presented to the Appearance Commission, and both are aiming for City approvals by late summer or early fall so that construction can begin soon after.
425 BOYLAN
Jim Schaafsma and other representatives of landowner Southern Land Company (based in Nashville) will present plans for redevelopment of a 1.7 acre site at the southwest corner of Boylan and Tucker Streets. This is directly across the street from the existing 712 Tucker apartments.
The plan was submitted to the City on May 19th as a mixed-use project for site plan approval. It is identified in the Planning Department as SP-23-11. It does not require rezoning approval.
A seven-story, 250-unit apartment complex with 13,000 SF of service retail is proposed. 70% of the units would be one bedroom, 30% two bedroom. Units would average approximately 850 square feet in size.
Parking spaces are planned at about 1.3 spaces per unit. Structured parking would be contained on the southwest side of the complex (side nearest St. Mary’s Street) and is proposed to be shielded for aesthetics and to prevent ambient light from headlamps and interior illumination sources being visible from the outside.
401 OBERLIN
Tom Worth, David Brown, and Ann Stoddard, representatives of landowner Tom Taft (of Greenville), will present plans for a mixed-use but predominantly rental unit development at 401 Oberlin owned by Tommy Taft of Greenville. About 250 apartments are planned.
The building is proposed as 6 stories facing Oberlin, stepping back to 5 stories, and then 4 stories, with a small 3-story shoulder at the rear near Chamberlain. This site is located on the northwest corner of Oberlin and Clark directly across from the recently-approved Crescent project.
This plan is seeking rezoning approval to the “SC” (Shopping Center) designation which would give the property the zoning equivalent of Cameron Village Shopping Center across Oberlin Road.
Structured parking would be contained inside the west end of the complex (side nearest Chamberlain). It would be shielded by the surrounding end of the apartment building wrapping completely around it to prevent ambient light from headlamps and interior illumination sources being visible from the outside.

I’m excited about the Boylan one. One problem about most of the apartments in downtown area is that they are priced quite high for the square footage. Some say it’s location, but I think another big reason is that demand is high while supply is low. (Too many developers went condo-happy in the 1990s & early 2000s but few thought about apartments.) Adding more to the supply will benefit everyone!
